ECHO was initially sponsored by the EU Commission and Switzerland
in the 5th Framework Program.
The ECHO initiative offers a sustainable infrastructure
to bring cultural heritage publicly available online,
the tools used are open source tools.
The initiative follows a strict open access policy,
based on the ECHO charter
and the "Berlin Declaration of Open Access
to Knowledge in Science and Humanities".
Research institutes, universities, libraries, museums, and archives,
who share the vision of ECHO are invited to join the initiative
and to bring in cultural heritage, research source material
and scholarly metadata related to the material.
